NEARLY 18 months after being promised €2 million to provide survivor therapy following the publication of the Ryan Report, counselling services still haven’t received a penny of the ring-fenced funding.
The Ryan Report into the abuse of children at the country’s industrial schools sent shock waves through this country and beyond when it was published in May last year.
Two months later, Children’s Minister Barry Andrews pledged that €15m — including €2m for counselling services — would be allocated towards implementing the report’s recommendations.
However, none of this money has reached the National Counselling Service (NCS), the clerical abuse counselling service, One in Four and the Rape Crisis Network.
All agencies say that, following the publication of the report, their waiting lists and clients lists increased significantly with the NCS reporting waiting lists of up to 12 months in parts of the country.
Before Christmas, One in Four and the Dublin Rape Crisis Centre held an emergency meeting with Mr Andrews to discuss the 18-month delay.
A National Counselling Service source last night said: “This money never materialised, not even in part. The service has remained static and the waiting lists unacceptably high throughout the country.
“It is not even known whether the HSE took receipt of the money or whether they redistributed it elsewhere.”
Last night, the HSE could not provide any response to queries from the Irish Examiner on whether they had received the €2m from the Office for the Minister of Children.
However, a spokesman for the office reiterated last night that the “funding had been approved” and they were “waiting for it to go through”.
Director of One in Four, Maeve Lewis, said the counselling services were seriously concerned that 2010 had passed without any sign of money that had been promised six months earlier. Up to €1.8m had been promised to the NCS and another €200,000 to the two smaller agencies.
Dublin Rape Crisis Centre chief executive, Ellen O’Malley-Dunlop, has said that the funding is “urgently needed” and “will make an enormous difference to victims”.
The Ryan Report unveiled the systemic abuse and rape of thousands of young children by nuns and priests who ran 250 industrial schools across the country between the 1930s and the 1990s.

Catholic institutions still owe the State hundreds of millions of euro in contributions that were promised after the church abuse scandals, according to new figures obtained by the Labour party.
The figures show that out of €348m pledged last year in cash and property after the Ryan report, just 6% has been handed over. No property has been transferred.
More than €26m is still outstanding from the original Indemnity Deal.

Yes We should open the labour market for skilled civil servants from Europe of which there are thousands. Why settle for the poor quality we produce in Ireland. The civil service is no more than a closed shop for cronies and Opus Dei members. Gombeenism can never replace competence. You want to see a mature developed democracy? take a journey outside your island and you will see what Ireland could have become. The first republic is indeed a failure, a Fianna Failure. The real liberation of Ireland has never happened.

An illusion it will be, so large, so vast it will escape their perception.
Those who will see it will be thought of as insane.

The poisons will be absorbed trough their skin and mouths, they will destroy their minds and reproductive systems.
From all this, their children will be born dead, and we will conceal this information.
The poisons will be hidden in everything that surrounds them, in what they drink, eat, breathe and wear.
We must be ingenious in dispensing the poisons for they can see far.
We will teach them that the poisons are good, with fun images and musical tones.
Those they look up to will help. We will enlist them to push our poisons.
They will see our products being used in film and will grow accustomed to them and will never know their true effect.
When they give birth we will inject poisons into the blood of their children and convince them its for their help.
We will start early on, when their minds are young, we will target their children with what children love most, sweet things.
When their teeth decay we will fill them with metals that will kill their mind and steal their future.
When their ability to learn has been affected, we will create medicine that will make them sicker and cause other diseases for which we will create yet more medicine.
We will render them docile and weak before us by our power.
They will grow depressed, slow and obese, and when they come to us for help, we will give them more poison.
We will focus their attention toward money and material goods so they many never connect with their inner self.
We will distract them with fornication, external pleasures and games so they may never be one with the oneness of it all.
Their minds will belong to us and they will do as we say.
If they refuse we shall find ways to implement mind-altering technology into their lives.
We will use fear as our weapon.
We will establish their governments and establish opposites within. We will own both sides.
We will always hide our objective but carry out our plan.
They will perform the labor for us and we shall prosper from their toil.
Our families will never mix with theirs.
Our blood must be pure always, for it is the way.

For their work they will be rewarded with earthly things and great titles, but never will they become immortal and join us, never will they receive the light and travel the stars.
They will never reach the higher realms, for the killing of their own kind will prevent passage to the realm of enlightenment. This they will never know.
The truth will be hidden in their face, so close they will not be able to focus on it until its too late.
Oh yes, so grand the illusion of freedom will be, that they will never know they are our slaves.
When all is in place, the reality we will have created for them will own them.
This reality will be their prison. They will live in self-delusion.
When our goal is accomplished a new era of domination will begin.
Their minds will be bound by their beliefs, the beliefs we have established from time immemorial.
But if they ever find out they are our equal, we shall perish then. THIS THEY MUST NEVER KNOW.
If they ever find out that together they can vanquish us, they will take action.
They must never, ever find out what we have done, for if they do, we shall have no place to run, for it will be easy to see who we are once the veil has fallen.
Our actions will have revealed who we are and they will hunt us down and no person shall give us shelter.
This is the secret covenant by which we shall live the rest of our present and future lives, for this reality will transcend many generations and life spans.
This covenant is sealed by blood, our blood.
We, the ones who from heaven to earth came.
This covenant must NEVER, EVER be known to exist.

This is absolutely appalling.
Two million euro is small money in commercial terms.
Regardless of the minor obstacles which might impede the flow of funds, it is the responsibility of the minister and his taoiseach to make sure that these funds reach the relevant organisation with the utmost speed.
Its appears that the relevant public office holders see their roles as ‘excuse orientated’ as opposed to ‘results orientated’. Why might this be so? Why would a minister for Children allow bureaucracy to take right over results, why would a minister for children seek to limit further investigations in the dioceses.
My personal belief is that the practising role of the Minister for children is in fact to act as a protector of government and state in the face of overwhelming evidence of wrong doing and liability. In fact, the effective behaviour of the minister for children is to stymie the protection of children. Readers may feel this is rather extreme. However the same behaviour can be found in many state and semi state bodies.
For example, the Irish EPA, I am told by seasoned campaigners effectively licenses pollution and finds means to circumvent regulation and tests in order to give apparent legitimacy to industrial concerns that are fundamentally in Ireland to avail of ‘light touch’ regulation.
Similarly, the Catholic church found Ireland a soft touch and continues to find its failure to enforce penalties and promises on contributions, a most help situation to them.
I have spent most of my working life in 12 different countries outside Ireland and the UK, on a daily basis dealing with the authorities in those countries. The irish authorities are singularly extraordinary in the perversity and disfunctionality. Time scales for routine bureaucratic activities take 6-7 times longer than their European counterparts. No accountability exists, almost at any level. Time and again, the practices apparent in the Irish civil service and government come accross as entirely self serving to the interests of the state officials, the crony institutions and vested interests. In fact. on the balance, one can reliably predict the responses of certain departments entirely based on failure to act, prevarication, petit officialdom, downright malice and personalised vexatious and shambolic behaviour.
The Irish state cannot be rehabilitated, the only solution is that the first Irish republic be declared a failure and an entirely new republic be formed from new political parties and a bureaucracy controlled from outside ireland and subject to the standards of one of the responsible states. Top among these are New Zealand and Denmark.
There is no reason why Irish politicians and top civil servants cannot be brought in from Europe or the Uk to manage the state. One does not have to be a shamrock tatooed patriot to serve the people of this state.
Firstly though, the ignorant crony statists and their clerics must go.
mr o’gorman How many rape victims from Industrial schools are still alive and still in Ireland??????do you have a list of names for those who grew up in industrial schools you got funding for .this special funding is about survivors of industrial schools and the suffering children were put through in those hell holes rape or otherwise trying to get justice by way of compensation .survivors funding is not for those who were not in industrial schools,you can apply seperatly for funding through the government for that ,and should do.
Industriel schools had been closed by 1990. there were proberly other institutions by then but its causing confusion to everyone . is this lady from 1 in 4 mixing everybody up .this is supposed to be about survivers who worked without ever having been paid .we are being hidden behind all victims and for the history of these factories its important to make the difference.
All those groups should be disbanded.
