THE HSE has ordered an investigation into alleged abuse and threats made by members of a charity for survivors of institutional abuse.

Catherine Coffey, a founding member of the Kerry branch of Right of Place, has made a complaint to the gardaí and the HSE over alleged threats made to her at the offices of Right of Place.

Ms Coffey is claiming she was verbally abused and threatened on several occasions by a member of the charity.

The HSE subsequently wrote to Ms Coffey stating the matters raised needed to be dealt with “as a matter of urgency”.

The charity has been dogged by difficulties following revelations that the group, unknown to its members, had, received hundreds of thousands or euro from religious orders and bishops.

The organisation has been under scrutiny since late last year after the HSE ordered that its founder Noel Barry answer questions in relation to how it was spending its money. One of the country’s largest survivor groups, it has received millions of euro in Government funding since 2002 and continues to receive money.

Labour TD Sean Sherlock brought the issue to the attention of the Dáil this week.

He requested there be a discussion on Right of Place, and the need to ensure transparency where Exchequer funding applies to such organisations as an “important matter of public interest requiring urgent attention”.

Mr Sherlock called for an examination of the 2009 service agreement between Right of Place and the HSE and queried whether such a service agreement existed prior to that date.

He said questions needed to be asked about the board structures of Right of Place and the publication of its annual reports.

He asked that details of established company accounts, where such accounts exist, be published, and whether it should be necessary for the Garda Síochána (Irish Police) to be called in to investigate the role of the HSE and its relationship with Right of Place.

Speaking in the Dáil on Tuesday, Mr Sherlock said the Government should “shine some light” on the amounts of money allocated to Right of Place, the transparency procedures in relation to the allocation of taxpayers’ money and whether appropriate financial governance systems were in place to stand up to independent scrutiny.

    MR FRANCIS TREANOR FORCED A MEETING IN THE METROPOLE IN CORK LAST FRIDAY, SAYING THAT HE WAS ACTING ON BEHALF OF THE HSE. SINCE WHEN DOES THE HSE DICTATE POLICY TO THE MEMBERS RIGHT OF PLACE?

    OUR DEMOCRATICALLY ELECTED PRO ( CHRISTIE HEAPHY ) MADE NUMEROUS ATTEMPTS TO HAVE HIS VOICE HEARD, BUT WAS SHOUTED DOWN ON EVERY OCCASION BY MR FRANCIS TREANOR, AND HIS COLLEAGUES. WE THE MEMBERS WANTED TO HEAR WHAT MR HEAPHY HAD TO SAY, HOWEVER WE WERE DENIED. ANOTHER FORM OF DICTATORSHIP. MR TREANOR, KNEW THAT MR HEAPHY WOULD GIVE EVERYBODY THE TRUTH, BUT MR TREANOR, ( SEEMINGLY A BARRISTER? ) DID NOT WANT THE TRUTH TO BE HEARD. ( BIT ODD FOR A BARRISTER, DONT YOU THINK? )

    IF THAT IS WHAT MR FRANCIS TREANOR CALLS DEMOCRACY, MAY GOD HELP US ALL. FOR A PERSON IN HIS POSITION, HE OUGHT TO BE TOTALLY ASHAMED OF HIMSELF.

    I WOULD ASK THE HSE IN FUTURE TO SORT OUT THEIR OWN AFFAIRS, WHICH SEEM TO BE HIGHLIGHTED EVERY DAY IN THE MEDIA, FOR ONE REASON OR ANOTHER, AND LEAVE US SURVIVORS SORT OUT OUR PROBLEMS, ( WITHOUT THE ASSISTANCE OF MR FRANCIS TREANOR, WHAT EVER HE IS? )

    CATHERINE, I DO HOPE YOU GET SATISFACTION FROM THIS WHOLE MATTER REGARDING THAT INCIDENT IN RIGHT OF PLACE. BELIEVE ME, IT WAS NOT IN OUR NAME. I WOULD ALSO URGE MR NOEL C BARRY TO INVESTIGATE THIS DISGRACEFUL AND ABHORRENT INCIDENT, BY A MEMBER OF HIS SO CALLED STAFF ON A FELLOW SURVIVOR, SOONER RATHER THAN LATER, THIS SORT OF ABUSE CANNOT UNDER ANY CIRCUMSTANCES BE TOLERATED, AND I DO HOPE, WILL NOT BE TOLERATED AT ANY LEVEL.     IS THIS WHAT THE HSE IS FUNDING THIS ORGANIZATION FOR? DISGRACEFUL BLOODY DISGRACEFUL.

    ON A FINAL NOTE, I WOULD LIKE TO ADD, THE MEETING THAT MR TREANOR HELD ON LAST FRIDAY EVENING IN THE METROPOLE HOTEL IN CORK, WAS UTTERLY AND TOTALLY ILLEGAL. AND ANY PERSONS ELECTED ON THAT EVENING, STAND DOWN, BECAUSE THE WHOLE ESCAPADE WAS A FARCE, AND TOTALLY ( ILLEGAL )

    MR TREANOR AND COMPANY NOW INTEND TO HOLD OTHER SUCH MEETINGS WITH ALL THE REMAINING GROUPS IN THE NEXT COUPLE OF WEEKS. ONE WAS HELD IN WATERFORD ON SUNDAY AFTERNOON.

    I WOULD URGE ANYONE ATTENDING THESE MEETINGS TO BOYCOTT THEM, AS THEY ARE ALL TOTALLY ILLEGAL, TREANOR HAS NO MANDATE FROM THE SURVIVORS OF RIGHT OF PLACE TO HOLD SUCH MEETINGS, AND IS ONLY ACTING ON ORDERS FROM THE HSE, ( WHO INCIDENTALLY ) HAVE NOTHING TO DO WITH US SURVIVORS.

    THEIR ONLY INPUT INTO ALL OF THIS, ( THE HSE ) IS TO FUND THE LIKES OF MR NOEL BARRY, HIS MOUTHPIECE MR FRANCIS TREANOR, AND THE REST OF THESE SO CALLED BOARD OF DIRECTORS, ( WHO EVER THE HELL THEY ARE ) AND KEEP THEM ALL IN THEIR NICE COSY LITTLE JOBS. BECAUSE AT THE END OF THE DAY. ( THAT IS ALL THEY ARE WORRIED ABOUT. ) MARK MY WORDS.

  3. Since paddy doyle is the only person who has answered my questions up untill now i also would like him to speak on my byhalf . so all subjects that concern survivers of abuse in which i am concerned. i humbly ask paddy doyle to be my voice . and i hope that you accept sincerly yours

    If mandated to speak on behalf of any person or group of people, I will take on that responsibility. I will never and have never assumed the right to speak on behalf of survivors nor will I. Thanks for your confidence in me Robert. Paddy.

    just a start for those who want a spokesperson to speak at any government/religious/group meetings.

    FOR THE RECORD-
    Paddy Doyle has never approached me by any means to vote for him as a spokesman on my behalf, he knows absolutely nothing on this question until he opens it his side.
    I am just making this decision completely by myself to ask Paddy Doyle if he would represent my voice on any matters regarding any issues of survivors of abuse.
    I make this decision solely on the strength of this site where I found I have a voice and there is nothing more transparent than this site.
    I WANT SURVIVOR GROUPS CLOSED DOWN NOW, AND PROPER SUPPORT PUT IN PLACE.
    Paddy Doyle does not just allow the views he likes on here, he also allows people with views he may not like.
    I cannot speak for others but myself.
    I therefore hope Paddy Doyle accepts my wishes when he opens this comment.

    Hi: Surely there should be returns made by this group to the Revenue Commissioners and there is also a role for the Commissioners for Charities.

    Is Right of Place their registered company name?

    The Commissioners do not register charities. If you are setting up a charity and require further information the Revenue Commissioners at http://www.revenue.ie or at 1890 25 45 65. is the place to go.

    Does anyone have a list of their trustees?

    Assumably the trustees would have to have been aware of where the monies were coming from.

    Donations may have received some form of tax break – so the Revenue Commissioners might have an interest if there was lax management in this area. I am sure there is a duty to inform members of their financial affairs on an annual basis. SO if donations were made from a known body, it should have been evident that something that all members would not have been happy about was going on.

    The government and religious were very wrong to take for granted that these groups would be representing survivors.
    Thank God for T.D. Mr Sherlock looking into this mismanagement ill treatment of the group towards survivors.
    there are some groups that are trying to do their best for survivors without being paid but unfortunately we have to fight for our independence day. the government know who the survivors are they have all the names and addresses so please respect us survivors and contact all government offices and make sure survivors are being supported properly.
    I say to Mr Cowen hold up with that two thirds of religious money because if the Euro crashes that redress will not be worth a penny for so many survivors who put it aside for their children or other matters. so please do not ignore this matter, as they know nothing of financial matters and could be sold down the river without a paddle. it will not be their fault if the Euro crashes.
    If their redress is lost through this you may as well take their redress back now as well as that two thirds of religious money.

    Should any group, apparently set up on behalf of those abused in ‘care’, accept monies from an organisation who can’t even give a figure for how many children died while in their care?

    The HSE can’t/won’t account for the deaths of children in their charge but this group should account for the monies it has received.

    it is heartbreaking when survivors abuse other survivors who should know how painful and fearful it is. it is disgraceful.
    we may be unhappy with the groups but there is
    NO NEED FOR ABUSE OR THREATENING BEHAVIOR
